I pulled the Rack em Magnum Wheel Lock, # RA-25, and found that it measured 1 inch x 7/8 of an inch at its narrowest point at the end of the arms. It would be difficult for a thief to use bolt cutters to cut through the arms of this wheel lock and if they did manage to do so, cutting near the ends of the arms will most likely not be enough to actually remove the lock from the wheel. They would have to cut through a thicker section to remove the lock.

Unfortunately, you can't. The BOLT Trailer Hitch Receiver Lock # BL7023585 that you have is permanently code to only 1 specific vehicle/key. They cannot be re-coded or re-keyed, the locks will only work with the original vehicle/key.

The lock part of the Snug Tite lock # THSTL2 can move around, this is true, but the likelihood of being able to hear it while in a moving vehicle is slim to none. It just doesn't have enough mass to make enough noise to be noticeable especially in a moving vehicle and even with the windows down. There is nothing that prevents someone from unbolting the bolt at the tilt-down bolt feature from the Thule Helium Pro 3 Bike Rack # TH9043PRO. The locking cable is a huge deterrent for a would-be thief, and the thief would have to have a lot of time in order to unbolt the rack from the tilting point. If there is still worry about the security of the tilt-down bolt, I recommend unbolting the rack and stowing it safely in your vehicle when not in use.

The fact that two wrenches would be needed to remove the bolt should be sufficient deterrent for all but the most determined thief.
